Rule by Decree
Rule by law indicates that laws are made and amended through some formal process. In a republican or democratic form of government, the people have some input into this process through representatives or directly. What we increasingly see, especially with ObamaCare, is rule by decree. Exceptions being made by executive fiat, often without statutory authority. While many people may laud a decision from the IRS stating that volunteer fire departments are exempted from certain ObamaCare mandates, this is just another example of rule by decree.
